GCJLS LIVESTOCK SHOW RULES 2026

1. All livestock exhibited in the Garfield County Livestock Show (GCJLS) must be owned and cared for
by 4-H, FFA members, or youth eligible for the GCLS by age and geographical area.
2. Animals must be owned by the exhibitor on or before the tag in date.
3. Market animals must be tagged by a show official at the official show tagging. Exhibitors will be able
to tag one alternate per species. There will be no change of ownership permitted after animals have
been tagged.
a. 2026 Tag in Date:
i. Steers: 120 days Weigh in/ tag in will be March 28, 2026
ii. Lambs: 90 days weigh/Tag in will be April 25, 2026
iii. Hogs: 90 days weigh/Tag in will be April 25, 2026
iv. Goats: 90 days weigh in/Tag in will be April 25, 2026
1. Hardship clause: animals that die and an alternate has to be tagged after the
date need to come to the board to state their concern.

4. If an animal loses the GCJLS tag, the exhibitor needs to call a livestock committee chair immediately
to schedule a retagging. No animal will be allowed to weigh in without the GCJLS tag.
5. Exhibitors must be a resident of Garfield County or reside in a county that is invited to participate.
Counties invited to participate include: Wayne, Piute, and Sevier.
6. Exhibitors must be in the third grade but not less than 8 years of age at the start of the project year
(Jan.1, 2018) to be eligible to show. Exhibitors can only show through the same season as their high
school graduation. Exhibitors will be divided into groups by grade for the fitting and showmanship
contests:
a. 3rd- 5th grade – Junior
b. 6th-8th grade – Intermediate
c. 9th-12th grade – Senior
d. Individuals with special needs as defined by Public Law 98-527 will be exempt from age and
organization requirements.

7. All exhibitors must complete an official entry form and pay $10 per animal entry fees at tag in.
8. No market animal will be able to enter which has already been sold in a previous show.
9. All animals will be subject to health inspection. Animals found unhealthy will be removed from the
show grounds. Also, exhibitors found to be in violation of drug use or withdrawal dates or using any
unethical animal altering techniques will receive such a penalty as deemed appropriate by the
committee.
a. The use of any drug, tranquilizer, sedative, or depressant, which alters the psychological or
physiological state of the animal, is illegal. Exceptions to this rule would be licensed, certified
veterinarians, treatment for a recognized disease or injury, or recommendation for
tranquilizing breeding animals in heat that might compromise the safety of others. The drugs
must be approved by the Food and Drug Administration for use in meat-producing animals.
All exhibitors will advise show management of any drug and/or medication administered to an
animal that might be detected at the time of showing or at meat inspection. The name of the
drug, its purpose, the person who administered the drug, time, and date of administration will

be presented to show management before the showing and sale of the animals. Failure to
report this information will result in severe penalty and/or disqualification.

10. Any exhibitor caught breaking rules, mistreating animals, or involved in un-sportsman like conduct in
any Junior Livestock Show will be banned from the Garfield County Jr. Livestock Show for at least
one year.
a. Any exhibitor who vandalizes the area before the sale will be barred from the sale. Any
vandalism committed by an exhibitor after the sale will result in the exhibitor being barred
from participating in next year's show.

11. All animals will be inspected at the time of entry by the sifting committee to uphold the
standards of the show. Any animal sifted from the show will not be exhibited or sold.
12. All animals that are underweight may be shown in the fitting and showmanship. If an animal
is sifted because of illness it will be removed immediately. The owner of this animal will be
able to show a different animal in the fitting and showmanship class.
13. All lambs must be slick shorn prior to the weigh in and show.
14. Adults are asked not to fit animals for exhibitors at the show. Fitting and showing is a
learning experience for youth. Therefore, we ask that adults give only minor assistance to the
younger exhibitors in the final phases of fitting. (The exhibitor must be present during
fitting.)
a. Lambs may not be shorn within the fair building, a designated clipping/fitting area
will be made available outside the building. Youth must use this area and no other
area. Any youth or adult who violates this will be charged a $10 fee taken from the
exhibitors premium money.

15. Hogs will not be restrained for fitting purposes on fairground property.
16. All re-sale of animals after the auction will be done on the buyer's property, not at the
fairgrounds. This includes floor buyers.
a. Enforced by the Livestock Executive Board Committee.
17. Due to Federal Law-Ewe Lambs and Doe Goats without a Scrapie tag will be sifted.
18. Market beef that cannot be shown because they cannot be handled safely must be removed
from the premises immediately. Final decision will be determined by the show chairmen
heads and the junior livestock show committee. This decision will be made before the start of
the show.
19. Show participants must wear white collared shirts and blue or black jeans. 4-H or FFA
members are encouraged to wear official clothing from their respective organizations during
showmanship and market shows, as well as the selling of their animals.
20. Direct criticism or interference with the judge, show management, other exhibitors, breed
representatives, or show officials before, during or after the competition is prohibited.
21. Exhibitors must be present to show projects on show day, and be present to sell projects on
sale day. No one may be allowed to show (except when the exhibitor has two animals in the
star class) or sell another exhibitor's project.
22. All Grand Champion and Reserve Champion animals must be sold through the auction.
Exhibitors may show two animals in each species but may sell only one animal per species in
the auction.

a. In the event that your animal places Grand Champion or Reserve Champion you need
to leave the ring with both animals.

23. Exhibitors who show two animals in the same species must declare which animal will be sold
in the auction. The deadline to declare which animal to be sold will be 1 hour after the
judging is completed for each species. If an exhibitor fails to declare which animal will be
sold in the auction, then the smallest animal will be chosen to be sold.
a. Any changes to the sale order after the deadline will result in a $25.00 fee to be taken
from the exhibitor's check. No changes will be made to the sale order following 1 hour
after the judging of market classes is complete.

24. The "Star Class" will be the top 10%-20%animals or judges discretion of each species as
ranked by the judge.
25. Any grievance must be accompanied by a $25.00 deposit. If the livestock committee agrees it
is a good suggestion, the author will get his/her money back. If not, the forfeited money goes
into the Junior Livestock Show Fund.
26. All exhibitors are required to hand in an age appropriate thank you letter that is addressed to
their buckle sponsor. This is to be given to the Jr. Livestock Committee Treasurer before they
receive their buckles. All letters should be turned in, in an unsealed envelope that is addressed
and stamped to the buckle sponsor.
a. It is suggested that exhibitors should also write thank you letters to their buyer.
27. There is a $20.00 stall fee for each stall used during the show. This money will come from the
showman's premium money and will be returned if they clean their stall. If they fail to leave a
clean stall within 1 hour of the end of the show, that money from the premium will be kept.
28. Two meeting rule: All youth participants residing in Garfield and Piute County are required to
attend 2 livestock board meetings or other designated meeting/event (such as the jackpot
show, learning opportunity, etc.) to be eligible to show.
a. Attendance will be kept digitally and will be evaluated at the show. Failure to attend
two will result in packets being distributed at the show for completion.

29. To be eligible to apply for the GCJLS Scholarship, you must be a Garfield County resident and have
shown for 3 out of 4 years of high school. You need to have shown dedication and commitment to
Junior Livestock Show projects. If you move in and have grievance with this policy it can be brought
to the attention of the board for a decision to be made.
30. Grand Master Showman Rules -
a. Both Grand and Reserve Champion Showman of each species and senior age divisions may
compete in the Grand Master show.
b. One Grand Master Showman will be selected from this group.
c. Animals selected for the Grand Master Showman will be at the discretion of each species
chairperson. The Grand Master selection will be based solely on the discretion of the Show
Judge. No points or bonuses will be added based on the general showmanship contest results.
d. Can only be won one time in your career and you cannot show your own animal.
31. The show committee will use diligence to ensure the safety of stock and articles, but in NO CASE
WILL IT ASSUME RESPONSIBILITY FOR LOSS OR DAMAGE WHICH MAY OCCUR.

32. Species weights:
BEEF
Entries will be limited to one animal. Steers weighing less than 1050 pounds will be sifted.
LAMBS
Entries will be limited to two animals. Lambs weighing less than 110 pounds will be sifted. All
animals must be slick shorn at the time of weigh-in.
HOGS
Entries will be limited to two animals. Hogs weighing less than 220 pounds will be sifted.
GOATS
Entries will be limited to two animals. Goats weighing less than 50 pounds will be sifted.

BYLAWS OF THE 

GARFIELD COUNTY JUNIOR LIVESTOCK SHOW EXECUTIVE BOARD

 

ARTICLE I - NAME, OBJECTIVES AND POLICIES

  1. The name of this organization shall be:

    1. Garfield County Junior Livestock Show Executive Board (referred to as the Livestock Board hereafter)

  2. The objectives of the Livestock Board shall be:

    1. To serve as an executive and decision-making body on behalf of the Garfield County Junior Livestock Show (GCJLS) participants. 

    2. To organize and promote countywide livestock shows and activities. 

    3. To educate 4-H, FFA members, and eligible youth in the care, training of their projects, provide leadership opportunities and training, and to aid in improving skills and enhancing the abilities of exhibitors.

    4. To set policy and arbitrate grievances on Livestock board matters. 

  3. The basic policies of the Livestock board are: 

    1. To provide services to all persons regardless of race, sex, color, religion, national origin or special needs who participate in the Garfield County Junior Livestock Show. 

    2. Individuals with special needs as defined by Public Law 98-527 will be exempt from the age and organization requirement.

  4. The Garfield County Junior Livestock Show consists of the following:

    1. A board of directors hosts the show, implements, and enforces show rules, organizes and facilitates meetings, and manages show finances.

    2. Membership body votes on the rules and elects the Board.

 

ARTICLE II - MEMBERSHIP, RESPONSIBILITY AND VOTING PRIVILEGES

  1. Membership:

    1. Membership of the Livestock board shall consist of a President, President elect/vice president, Beef Chairman, Hog Chairman, Goat Chairman, Lamb Chairman, Secretary/Treasurer, Youth Committee President, and Youth Advisor.

    2. Board members will be voted in with a majority vote.  

    3. The USU Extension Agent and local FFA advisor(s) are ex-officio (non-voting) members of the Livestock Board. They may provide input for the Livestock board which are not in harmony with FFA or State 4-H Rules and Regulations. 

    4. The youth committee should strive to represent all Garfield County communities.  A youth committee shall consist of a President elected by the youth and 2 other youth from Garfield or Piute County. All youth from Garfield County may be involved in the youth committee but only one vote per household will be allowed for voting purposes in the November election meeting, and the January rule change meeting. The Youth Committee shall elect new officers annually at the beginning  of the year.  

    5. All Garfield county youth who were registered the previous year may participate in GCJLS meetings and activities as general members. All parents or legal guardians of Garfield county youth may also participate, propose, and enter into general discussion regarding GCJLS general business. Voting will occur by members of the GCJLS board.

  2. Responsibilities:

    1. Officers of the Livestock board shall attend all Livestock Board meetings. If unable to attend, they shall send their proxy or replacement.

    2. At the livestock show, the Livestock board will: 

      1. Be responsible for enforcing GCJLS rules. 

      2. Participate and physically help the show.

      3. Actively encourage parents to help.

  3. Voting:

    1. Each member of the Livestock Board shall have one vote during the Rule Change meeting and Election Meeting. A Livestock Board voting quorum will consist of 2/3 of the Livestock Board. 

      1. Families get one vote 

      2. Committee members' vote does not count as the family's vote. 

    2. The President of the Livestock Board shall vote only when needed to break a tie. 

    3. A quorum will consist of all members of the Livestock Board present at an organized meeting. 

      1. A simple majority Board is required for most motions to pass. 

    4. Changes in the livestock show rules require a two-thirds (2/3) majority vote to pass. 

      1. Rules changes and Bylaw changes must be done by February 1st of the current show year. No changes can be made after this date. 

    5.  A Board is defined as: President, President elect/vice president, Beef  Chairman, Hog Chairman, Lamb Chairman, Goat chairman, Secretary/Treasurer, Youth Chairman Advisor, and Youth President. 

    6. Rule change meeting in January and the election meeting in November will be the only meetings where the entire membership in the community can vote. All other voting will be done by the Board.

 

ARTICLE III- OFFICERS

  1. Officers:

    1. Officers of the Livestock Board are: President, President-elect/Vice President, Beef Chairperson, Hog Chairperson, Lamb Chairperson, Goat Chairperson, two Secretary/Treasurers, Youth Chairperson Advisor and Youth President and other chairmen elected.

  2. The term of office shall be for two years:

    1. Officers shall hold office until their successors have been duly elected. 

    2. The Vice President is president elect. 

    3. Youth Presidents can only hold office for one year.

  3. The duties of the officers shall be as follows: 

    1. President:

      1. The President shall be the executive officer of the Livestock Board, preside over all meetings of the Livestock Board, designate committees as required and appoint members thereof, conduct such business as is approved by the members or is in the best interest of the Livestock Board within the scope of the bylaws, and carry out  various other duties as required. 

      2. The President shall lead the Livestock Board into avenues and actions that shall reflect positively and progressively upon the Livestock Board. The President shall remain neutral on all issues to come before the Livestock Board, may not initiate a motion, and may only vote in a tie breaking situation. 

      3. The President shall enforce eligibility of participants at Livestock Shows. The President shall enforce all disqualifications or siftings at Livestock Shows. 

      4. The President shall preside over the grievances.

        1. Grievances are addressed in the Executive Board meetings.

    2. Vice President:

      1. The Vice President shall assist the President in all matters.

      2. The Vice President shall oversee the chairperson.

    3. Chairpersons: when no chairpersons are assigned, the President and Vice President assume the responsibility of chairperson office. 

      1. Chairperson of specific species: 

        1. Organize volunteers to provide support at shows 

        2. Make sure appropriate equipment is available and present at shows i.e., scales, gates, and panels. 

        3. Be present to facilitate weigh-ins and tagging times. 

      2. Youth Board Advisor 

        1. Create learning opportunities for the exhibitors.

        2. Organize countywide fund-raising activities 

        3. Solicit Sponsorships from the community. 

        4. Purchase show awards. 

    4. Secretary / Treasurer: 

      1. The secretary shall keep the minutes of the proceedings at all official meetings, including upkeep of the bylaws. 

      2. The secretary shall compile and keep any other records required for the Livestock Board. 

      3. The Secretary shall inform all members of meetings at least one week prior to such meetings. This will include sending out minutes from the last meeting, and an agenda for upcoming meetings. 

      4. The Secretary shall maintain the rule book with current rules.

      5. The Treasurer shall keep all records at the Livestock Show including, Grand and Reserve Champions, premium order, sale order, support price and purchaser.

      6. The Treasurer shall distribute payments to youth as expediently as possible as funds are available from buyers.

      7. The Treasurer shall report on the financial transactions at each meeting.

      8. The treasurer will collect buyer funds in a timely manner. 

 

ARTICLE IV -MEETINGS

  1. Livestock Board Meetings:

    1. Livestock Board meetings shall be held at a time and a place to be designated by the President. 

    2. B. Livestock Board meetings shall be held as often as needed during the course of the year as requested by the Livestock Board.

    3. The purpose of the Livestock Board meeting will be primarily business. 

    4. A quorum will consist of all members present at an organized meeting, provided all members were given at least one week notice prior to the meeting.

    5. The agenda for the Livestock Council meetings will be: 

      1. Call to order by the presiding officer 

      2. Introduction of new members or guests present 

      3. Approval of prior meeting minutes 

      4. Committee status reports, if any  

      5. Old business, if any

        1. Tabled conversations and votes

      6. New business, if any given 1 week prior to the meeting. 

      7. Adjourn 

    6. All Livestock Board meetings shall be governed by Robert's Rules of Order 

    7. All Livestock Board meetings are open to all members of the 4-H, FFA, and open exhibitors. They are welcome to address the Livestock Board (with a prior request to be on the agenda), file grievances, or simply attend and listen. 

 

ARTICLE V -MISCELLANEOUS

  1. Judge selection

    1.  Vice president, and President Select the Judge

    2. Specie chairs submit a name, a bid, and availability for our show

    3. Need the names by February 15th and booked by the end of February. 

  2. To file a complaint or grievance: 

    1. All formal complaints must be in writing and accompanied by $25.00 cash, which may be refunded only if the complaint is upheld.

  3. Official days that animal need to be owned prior to show:

    1. Steers: 120 days

    2. Lambs: 90 days

    3. Hogs: 90 days

    4. Goats: 90 days
